Since the rate allocation algorithm is not defined by the standard, JJ2000 has implemented the so-called EBCOT algorithm. Information about this algorithm can be found in the Verification Model (see [3]). The choice of using this algorithm makes it possible to run extensive tests and code-streams exchange with the Verification Model software and thus ensure verification of the texts and descriptions of the standard.
