有鉴于原有的VSS源代码管理系统存在的不足： 速度慢，特别是文件越来越多，历史版本文件越来越多，导致VSS服务器速度变慢 稳定性不好。PB操作VSS时，经常导致非法操作，影响工作。 无远程的VSS功能。在离开公司网络后，不能使用公司的源代码服务器。 离线操作不方便。当断离服务器后，不好编辑代码，并且在并入代码库时操作不便。 只能实现单一的代码管理，而不能兼顾其他文档的管理。由于现在只能在PB中嵌入VSS，在PB之外，没有工具可以有效实施文档管理。 不能与其他开发工具的源码管理一致 新方案将采用PB9的外部工具PBSCC Proxy与TortoiseSVN组合使用。通过PBSCC一个中间环节，来实现与SVN的关联。SVN不仅可以管理源代码，也可以把软件开发中的其他文件或目录并入到SVN中，进行版本管理。
