This file proposes a novel meta-heuristic called Volleyball Premier League (VPL) inspired by volleyball game rules. The VPL algorithm mimics the completion of tow team in a volleyball match. There are some terms in volleyball such as substitution, technical timeout, video check and timeout. In addition, some new rules in this match such as video check and the number of sets are employed.
