1、先建立一个100mb的文件；
2、模拟文件系统建立在这个文件的基础上。
3、文件存储资源管理机制采用空闲块链结构。
4、目录采用一级目录结构。
5、文件结构采用索引结构，规定每个文件最多占用16个磁盘块，文件索引表存放在文件目录项中，采用直接索引结构。
6、打开文件结构采用文件控制块和系统打开文件表结构。
7、实现文件创建、打开、关闭、读、写和显示文件目录操作。
8、暂时不考虑文件的安全、保密和存取控制的功能。
