Description: 和世界其他地区一样，欧洲意识到互联网在驱动社会经济发展中的作用越来越大。在过去短短的几年时间里，互联网已经使欧洲各方面发生了巨大改变。到了2009年，没有业务能在缺乏网络的情况下有效进行。许多欧洲企业在运用互联网方面走的更远，他们从根本上改变了自己做生意的方式，充分利用在线渠道来生产产品。个人生活方面，每个欧洲人，不管是年轻的还是年长的，都充分享受到社交网络带来的机遇和乐趣。我们通过网络工作，通过网络购物，通过网络学习，通过网络娱乐，甚至在网络中创建社区。而且这其中的一些服务已经搬到了移动设备上。 同时，新的革命即将到来，我们将从下而上地重新思考与构建互联网。下一代互联网将会更快、更智能、更安全，不仅包含信息和内容，而且还包括服务和真实物品。 我们为什么要这样做？事实上，互联网从来就不是被设计成现在这样不堪重负的样子的。我们现在的网络是相互连接的，但并不是无所不在；我们拥有带宽，但并不是无限的；我们有很多设备，但他们并不是全都相互通信。我们可以传输数据，但是这种传输离无缝的程度还差很远。我们可以访问信息，但这些信息不能方便地在每个设备中复用。应用程序和界面还不够直观，妨碍了人们从网络中获益。此外，现在互联网的安全是被动型的，垃圾邮件，身份盗用，网络欺诈等诸多问题难以解决。 在下一代的互联网网中，所有上述提到的问题都将得到解决。到了2020年，互联网将成为一种公共基础设施，由相互连接的物体动态构建。这种经典网络和联网物品间的无缝连接，就是我们的下一代互联网。它提供的信息和服务将变得无处不在，能随时随地获得。它将带来前所未有的变革：新的工作方式、新的交流方式、新的娱乐方式、还有新的生活方式。与这些未来应用相比，今天的互联网看上去是那么的笨重和原始。比如说，多媒体应用程序的带宽将会接近甚至超过人类的感知。 当然，未来是难以预测的。但是可以肯定的是一些有关下一代互联网的设想已经在酝酿。这不是一场商业炒作。技术、经济和社会因素正在融合，它将大大促进我们欧洲的发展，意义跟之前的因特网一样重大。 欧洲正面临着许多挑战：经济低迷，全球竞争，气候变化以及人口老龄化问题等等。下一代互联网虽然不是一种万灵药，但是我们坚信，它将是那些问题的解决方案的一部分——甚至很可能是主要部分。我们必须保证它以一个符合我们欧洲价值观的方式来发展。 欧盟正在组建新的委员会和新的议会，我们借此机会表达出我们有关下一代互联网如何为欧洲的发展做出贡献的观点。我们非常希望决策者，业界领导者，以及市民们都参与进来。 欧洲及其他地区已经开始了技术上的研究，而且这必须要进一步增强。我们希望欧盟委员能把欧洲各个研究组织的利益相关者组织起来，一起实施下一代互联网。同时我们全力支持正在进行的有关下一代互联网的JTI（Joint Technology Initiative）计划。JTI基于一种公私协作的机制，促进欧盟各国政府和产业界间的协作。在创新、教育和创业学方面，我们全力支持EIT(European Institute of Innovation & Technology)有关在未来ICT上创建一个KIC(Knowledge & Innovation Community)的提议。 但是，欧洲能够而且必须做得更多。下一代互联网所带来的机遇是巨大的，同时挑战也是真实存在的。令人担忧的是，其它国家已经在某些关键领域领先了。我们欧盟是时候做些事情来终结这一劣势。那个未来属于我们的网络空间要求我们现在必须克服以下难题： 我们在技术和服务方面缺乏竞争力 缺少一个完全发展的统一的服务市场 资源使用效率的低下 由当今互联网衍生出来的全新网络将会成为未来经济发展的驱动力。在制造、能源、运输、医疗、教育和娱乐等一些网络驱动的领域，将会产生大量的就业机会和创新机遇。这些领域中的无处不在的网络化资源(如传感器、驱动器、交互设备、数据库等)将会催生出新的社会经济价值链。 当前经济危机的处理充分展示了我们欧盟的内在优点，而现在关于下一代互联网的欧盟统一战略也将展示我们的先见之明和领导作用。我们必须继续加强在研究、开发、创新等方面的合作。我们呼吁欧盟委员会、各成员国、欧盟议会共同促进这一欧盟战略的制定。我们呼吁决策者、企业家、技术专家、改革者和研究人员共同创建一个满足欧洲人民需要的网络经济。 现在，我们欧盟各国必须行动起来，共同领导这个新的网络时代。
