plate identification is proposed, on the basis of a novel adaptive
image segmentation technique (Sliding Windows) in
conjunction with a character recognition Neural Network. The
algorithm was tested with 2820 natural scene gray level vehicle
images of different backgrounds and ambient illumination.
The camera focused on the plate, while the angle of view and
the distance from the vehicle varied according to the
experimental setup. The license plates properly segmented
were 2719 over 2820 input images (96.4 ). The Optical
Character Recognition (OCR) system is a two layer
Probabilistic Neural Network with topology 108-180-36, whose
performance reached 97.4 . The PNN was trained to identify
multi-font alphanumeric characters from car license plates
based on data obtained from algorithmic image processing.

Description: Data assimilation (DA) is a method of combining observation data with
model forecast data in order to more accurately predict the state of a system.
One of its most common uses is in numerical weather prediction (NWP).
In NWP, we have observation data about different atmospheric properties,
such as pressure, temperature and wind speed, obtained from various sources,
such as ground stations, radiosondes, aircraft and satellites, at many different
locations. We also have details of the state of the system at an earlier time,
and a model which uses this to predict a forecast state. In the analysis
step of the DA system, this model forecast state is combined with recent
observation data to give an accurate estimate of the state of the system,
called the analysis state. This analysis state is then used to produce the
forecast state for the next analysis time step.

Description: In this paper, we investigate the timing and carrier
frequency offset (CFO) synchronization problem in decode and
forward cooperative systems operating over frequency selective
channels. A training sequence which consists of one orthogonal
frequency-division multiplexing (OFDM) block having a tile
structure in the frequency domain is proposed to perform synchronization.
Timing offsets are estimated using correlation-type
algorithms. By inserting some null subcarriers in the proposed tile
structure, we propose a computationally efficient subspace decomposition-
based algorithm for CFO estimation. The issue of optimal
tile length is studied both theoretically and through simulations.
By judiciously designing the tile size of the pilot, the proposed
algorithms are shown to have better performance, in terms of
synchronization errors and bit error rate, than the time-division
multiplexing-based training method and the computationally demanding
space-alternating generalized expectation-maximization
