Description: 系统用户管理为整个新闻发布系统提供了一个权限控制功能，可增加、删除系统管理员帐号，分配与修改一般操作员的权限，并拥有一般操作员的所有权限；一般操作员可根据用户组进行管理，各用户组拥有不同的权限，分别管理不同类别的信息。其工作流程为：用户登录通过权限判断，普通用户只能浏览、阅读和查询新闻，注册用户除了可以完成普通用户的操作外，还可以进入新闻管理模块进行新闻录入、修改和删除的操作。注册用户除系统管理员外只能对自己录入的新闻进行删改操作。
本系统采用ASP+ACCESS的开发模式，系统以数据库为核心，由数据库控制整个系统的新闻类别（包括大类、小类），新闻专题、热点新闻，以及具体的每条新闻，系统有比较完善的后台管理系统，
