方法:
1. 下载 Winpcap 3.1 完毕先安装
http://www.winpcap.org/archive/3.1beta2-WinPcap.exe
2. 下载packet.dll和vbpcap.dll 1.0.3把俩个文件copy去c:\windows\system32

我开始也碰到这个问题，后来不知道怎么又可以了，呵呵，我说下我的过程，但不一定能解决。1.先在窗体放置一个微软的 winsock 控件 2.安装 WinPcap 3.1及以上的版本
