教师向所在学院提出开设选修课的申请，并在申请中明确课程名称、所需学时和教材，
学院如不核准向教师说明理由，学院如核准则通知申请教师、报教务处备案。教务处汇集全部可开的选修课，排定各专业在下一学年可供选择的选修课程，并发到各学院，由各学院通知学生，学生应修的全部选修课程不少于5门、不多于8门，每学期的选修课程不少于1门、不多于3门。学生选好后由各个学院反馈到教务处，教务处根据选修的情况指定定教师、并通知各学院，各学院则通知学生、教师。
全部通知都应该以文件方式完成，所有相关人员和单位都能查询到排课的进展，在进入下一步之前相关的选择都可以被相关人员修改，进入下一步之后则不可修改。每次修改也应当向有关部门和人员发更改通知。
所有的部门和人员都必须先登录，输入帐号和密码后才能使用该系统，并由教务处管理教师和学院，由学院管理学生和班级，由教务处和学院共同管理课程。所有的部门和人员都可以查询与其相关的信息。
