This article introduced the design process of a management information system (MIS) for postgraduates to apply for a degree and degree-granting，including application background analysis, system constitution, mainfunction, technical processing and the characteristic of the system. This paper discusses the necessity and urgency of applying and awarding postgraduate degrees, and then formulates its application process. With SQL server database，.NET 2008 and the technique of ADO.NET EntityFramework being used in the development of such a system, the working process is optimized, the modern scientific management implemented and the work efficiency increased. The paper concludes with the summary and new expectation of such system.
